You’re making the assumption that both can’t come into play at the same time. That’s a mistake; they absolutely can.

Harassers don’t always go after random targets. They have preferences just like any other man. Part of that is our society’s obsession with beauty.

Recognizing that "pretty" girls are targeted more does not negate the fact that the behavior dynamic is ultimately about power.

It just means that for a man out to harass, he has a wide selection of targets to choose from because in this country, they do so with almost complete impunity. Might as well target the ones he finds appealing physically.
