You're making an assumption that approaching (aka hitting on someone) is the only way to attract a mate or that it is the best way. Why would women do something to men they already know is likely to fail and be perceived as creepy just so men can feel equal to us?

And make no mistake here, in this regard it is men who need to work toward equality.

The point is to pick the best path forward. Creeping people out in public because some Influencer has convinced you that you have to go after sex like a crack addict is not it. What it is, is gross. Date I say it? Creepy.

Women already do go after men they desire, by luring. That's a better approach.

Maybe men should try that. Why should all the work towards parity be on the woman's shoulders?
