You have no evidence that government doesn’t mitigate the problem as few have lived without government of some form in 5000 years. There’s no way to validate that statement. It’s just noise.

No government can solve the problem of flawed human beings or how their wiring might have gone wrong, so I don’t know who you think claims that pedophilia, child abuse, or sexual abuse is the responsibility of government to solve. That’s a preposterous statement.

They can limit aberrant behavior, provide consequences and justice, and keep us all from falling into utter chaos.

I’m also unclear on where you think reasonable people who want a reasonable govt to provide a functional infrastructure and an adequate measure of boundaries in order to more successfully raise their children equates to handing parenting responsibilities over to the state. Good luck keeping them alive through a typhus or cholera epidemic because that’s what happens when you don’t have infrastructure.
