There's a world of difference between being the first to open lines of communication and express romantic overture and chasing out of neediness and desperation.

The former respects the desired person and respects their autonomy as well as providing them a chance to engage as well. It's a collaboration to build ties together. The latter is just mindless pursuit to satiate the list of emotionally immature people, with no respect or humanity shown to the "object" of their desire.
