You'd need someone to step up and be a "general" of said "army".

Your have to have some way to measure strategy and set rules for engagement.

You'd need coordination.

You'd have to decide whether and how you're going to focus on comments or content.

You'd also have to deal with pickmeishas.

You'd need some automation or notification system set up. Unfortunately most of us have jobs. We don't get to hang out in Mama's basement.

You'd need to recruit, and that might be a problem. Will the call be answered by those (predominantly women) who want revenge on men or those who (also predominantly women) legit want to protect the Commons for everyone?

Folks will need training. And review.

We should recognize this will be unpaid labor and there may be a lot of internal resistence to that, as well as that it will be perceived as "violent" and "violence is never an answer".
