Men do not care about violence or violence against women until it's on their doorstep. That's unlikely to change any time soon.
Public outcry didn't inspire change.
Maybe public attempts to solve the problem will. Because it will inevitably be messy. They'll (the justice system) be forced to re-evaluate how they're handling the problem of violence or surrender to anarchy.
