Why do you feel the need to say racist and sexist things?

There's no law against it. But, as a comparison, if you lied about someone to someone else and either or both of them found out, it's not like you'd be put in jail, you'd just lose social credit. Which you should, because you acted malevolently and potentially started some shit. You're untrustworthy and a pot stirrer. Now you've been identified as a bad actor.

Saying racist and sexist things acts the same way. Youre not goinf to get fligges or tossed in jail. It's not a punitive crime in and of itself. But people ahouldnt teust you and you should lose social cresit because your need to put others down for damn reason than your own entertainment and need to flex degrades the social fabric and lessons the cohesion of the whole.
