We don't punish all men because one man committed murder. A better use of resources as well as a more just and effective solution would be to target women who are using abortion as a means of birth control, if they exist, find out what's going on with them and address the issue there instead of punishing all women and requiring some of them to die so that a very small number of women can't break your religious moral code.
