Using flirtation to get a guy to buy you a drink is a type of fraud, it is not an assault. That doesn't really weigh out when you think about it. Though, I agree, we should all be honest in our intent when it comes to romantic overtures. We'd all be better off. That includes guys who are just looking to get laid or get some girlfriend experience (i.e. wants the sexual availability of a girlfriend but has no designs of long term commitment or openness so she can play the field too) rather than building a long lasting relationship being honest and upfront too. So I won't hold my breath.
As far as drunkenness goes, yes both parties can be quite obnoxious.
It's still different though between a sexual overture gone awry and the harassment women face in public. There's no real sexual intent involved in most sexual harassment. It's all a power play. It's sport. It's a desire to dominate, or try to, it's low self esteem and poor ego control attempting to bully itself into some kind of relevance , its criminal conduct.
Apples and oranges.
I'm not saying women are perfect or do everything in the most enlightened manner possible. But you're wrong here around intent. Most harassment is not awkwardness. It's deliberate and callous. It's born of thinking women belong to men. Women are less than men. Women are to please men.
