Typical binary thinking.

One cannot have equality without enough power to sustain the equality.

So it’s about both.

Further, typical androphilic thinking to think of power ONLY in terms of welding it over someone else other than to guard one’s sovereignty, autonomy, and choices in life. Or, to preserve public space, etc.

It’s one of life’s ironies that people who don’t understand power are so often the ones given it.

Perhaps, you can’t begin to truly understand power until you’ve lived without it, had it stripped or stolen from you, or live under the constant threat of that.
