Two things about "dressing sexy" as a larger breasted woman.

1. A fair amount of time this accusation comes when you're not. You're wearing comparable to what the woman making the complaint is. The sad fact of the matter is, you just fill that shirt out in a manner that is sexually appealing to me more. So, it's not the shirt or the dress and if it's not inappropriate for them its hypocritical to suggest it is for you.

2. Sometimes dressing sexy is a form of armour. It might make women mad, but they can't or won't control their men. We all know some men are going to start slobbering around with their eyes popping out of their heads whenever large boobs are on the scene, camouflaged or not. Truly, there's only so much you can do to minimize them anyway without making yourself look deformed or wearing such restrictive clothing it's not worth it.

We also all know many of those same men will actually get brain buzz from the sexy outfit and keep their distance, where they wouldn't if you were trying to minimize and hide. They'll assume, because of your confidence to wear that sexy outfit, that you're out of their league, whereas if you weren't, they'd have to shoot their shot and you'll be trying to avoid their bullshit all damn day.
