Too often. Breanna Taylor was asleep in her bed. Ahmad Arbery was lynched by a retired cop who had no business making an arrest attempt in the first place. Many are children or people who have mental health issues who don't immediately comply because they are terrified, frozen in panic because THEY'RE CHILDREN and that's what children do. Please note, that is not the same as resisting arrest. There was no active, forceful resistance or running away. There was panic, confusion, crying, and closing in on oneself. Too many to name.
On some occasions, there is an attempt to flee. Or belligerence but not violence toward the police. Shot multiple times. So much violence has been left unaccounted for the black population is terrified of the police. They're simply more likely to panic when interacting now. That fear has been learned from a campaign of terror.
The question here is not about compliance. It's "why are the rules of engagement shoot to kill at the slightest perceived reaction over every other option?"
If the military on foreign soil, against a combatant population has rules of engagement that include appropriate escalation that matches or checks response to agitation and those rules of engagement can be handled by 20 year old kids, why can't our police at home? How many fewer would die?
