There's little criminal liability. Civil liability on the other hand.... You don't need 'no reasonable doubt'. You only need 51% bird in intent to cause harm.

It will be harder now that the court dismissed all charges, but the families if the victims can sue for wrongful death if they can find a lawyer to take the case.
