There’s a reason they think they can get away with it with no repercussions.

Stuff like this falls into a grey area. Filing a criminal complaint for harassment won’t likely go anywhere with only one complaint. She can’t afford the time and expense of tracking down other 'victims’. Without a higher level offense, like a physical assault, it’s not likely to rise to the level of police involvement, they have their priorities and sexual misconduct like this doesn’t make their triage board.
She could file a civil suit if she could afford a lawyer and could afford all the costs associated with it. Without a lot of proof and multiple complainants it’s unlikely she would win and if she did, the restitution award would be less than what she spent for her day in court.
Any sort of revenge outing that exposes the behavior would not go well for her either because there are business interests involved. Those rank higher in adjudication than one woman being creeped out by a perv.
The only things you can do realistically is file complaints like the ones the author mentioned. I would add the BBB, whatever kind of YELP type review I could find to do, complain to any business partners I could find, and the state attorney general’s office.
I think I would also collect what evidence I could and also contact a local reporter, offer to buy them a cup of coffee, tell them what happened and suggest that if they dug into it, they might have a good exposé headline/segment. She wasn’t the first, she likely wasn’t the last. There’s something there to find. Get them to do the leg work you can’t afford to do.
