The "Govt" doesn't have to literally be in the room to make their presence known.

Someone, acting as an agent of the government can barge into my home and throw their weight around, disrupting my life, ruiningmy reputation amongst my neighbors, and possibly even endangering me and my family.

You could say they have rules that prevent them from going too far.

And I'll say that biases allows those rules to be conveniently ignored or manipulated. It's been proven that agents of the govt (police) lie to other agents of the govt (judges) in order to obtain no knock warrants that have ended people's lives.

That's an extreme circumstance, but hopefully you take my point. When you align with the 'rightness' of a system and use those system's rules to gain and maintain u fair advantage over another, you have become an agent of that system. Ergo, the system is in the proverbial room any time you are because you are either acting as an enforcer on it's behalf or you are using advanced knowledge of its inner workings in order to manipulate advantage for yourself.
