Yep. God forbid we require wasteful practices be curbed as much as possible before we come in, steal somebody's land, blow the top off their mountain, mine for coal, and then not pay for the cleanup. They can always live in poison and poverty. Take one for the team. We've got to have good "clean" coal after all.

Coal wasn't even the only thing. There's a long line of issues Appalachia got screwed over going back to the 1700s.

There's a damned good reason why Appalachians are so deeply suspicious and distrustful of outsiders and their schemes. It's called history.
