Chipmunks hate the smell of eucalyptus, peppermint, citrus, and cinnamon.

I’d try soaking something like pinecones in cinnamon oil and lining the garden perimeter with them if I could get the oil. Maybe tea tree oil. It’s not the same as eucalyptus, but I bet they’d hate that too, the smell probably lasts longer, and is readily available on the market for a decent price. Otherwise, you could sprinkle cinnamon around the garden. See if that helps.
