Not this time, I'm afraid. We don't live in the economic prosperity of the 60s anymore and with climate collapse upon us, middle class families cannot afford children either. I agree that might have been the intended goal, but it's doubtful that's how it will play out. Also, marriages are collapsing, education is too expensive, jobs aren't as stable, etc.

It's much more likely that the state is going to have a lot of abandoned babies on their hands. For those that don't find a way around the restrictions, that is. One thing is for sure, there's going to be a whole lot more death and poverty.
