Not really. It is abusive. Not all abusive behavior is intentional; that's a harsh reality, but it's true. It's abuse because his behavior is affecting her health and he refused to break the lease. He probably didn't refuse just to hurt her further, but because he has nowhere else to go and depends on her to eat and have a roof over gis hear. But he still refused, thereby coercively controlling her ability to end the relationship.

I wouldn't say call the cops in this instance. But it is abuse.
