Look at a lot of herd animals or fusion fission hierarchies. Males compete for territory, not females. It depends upon the heaviness of the predation and the vulnerability of the young but yeah, females mate with who they want to mate with when they're ready to mate regardless of where they are.

Also true that not all females are making or successfully mating within a herd. So this societal pressure to produce offspring is unnatural as well.
