No. This is scapegoating. Pure and simple.

You can't blame patents when the law requires and compels them to send their children to failing institutions, especially when said govt habitually both undermines and under funds so many of those schools.

There's plenty of finger pointing to go around.

How about we solely blame all the peipke who irresponsibly had children they don't want and can't care for and then dumped them on someone else so they can continue partying?

How does that sit?

Maybe all these I'll behaved children are more a result of drug use. Maybe sperm, eggs, and zygotes are developmentally harmed by drug use and it manifests in impulse control issues and rage in offspring.

How does that one sit?

You gotta be careful with that scapegoating. See? It's a slippery slope and once you go there it's just a matter of time till you're the goat.
