Encourage/force white women back out of the public spheres and back into domestic shackles having babies and being dependent on men. Overburden minorities with far more children than they can reasonably afford to care for and let poverty do the rest. It's no accident that there's a loosening of child labor laws in places like Arkansas. You're witnessing the xreation of a new slave caste. Very soon you will start to hear rhetoric about debt to society drug addicts and dealers owe for the drug problem. Can't say how exactly that rhetoric will go, but it loops the school to prison pipeline into it.

As for how to end it? Tank the birth rate across the board. These motherfuckers are terrified there won't be enough workers to take care of them and keep them warm and cozy in their dotage.
