More like, the treat was meant as a lure to strangle or hurt the dog. That's what I would think.

Come on. That's a little suspicious.

Of course, it's also possible that it wasn't an actual dog treat as reported, but was actually some bit of food he had in his pocket that he offered as a treat.

But even then...its inappropriate to offer a strange dog a treat (actual dog treat or not) without clearing g it with the owner first. That's pushy, aghressive behavior, particilarly after making such a stink out the dog being off leash.

We can't know what his true intent was. We can only point out the poor decisions on both sides and note that there's no shortage.
