More because when you are targeted specifically, you have no choice but to be subjected to the bullying and harassment.

But when it's random spewing over public airwaves, mentally unstable or not, there's a choice being made to listen to it, so you're not completely innocent of it. You chose it.

Let's face it, these are businesses. They exist and are growing because they are a successful business. In other words, customers, people, are supporting their existence in large enough numbers for them not only to thrive, but to proliferate.
