Menacing is a form of violence.

As for your question about yelling, well it depends. Are they yelling at you, "WATCH OUT!" ?? Then no, obviously it doesn't apply. They're trying to prevent you from coming to harm rather than promising or threatening you harm based on their actions/body language.

Actually I don't think you know what violence means either.

Violence: noun
behavior involving physical force intended to hurt, damage, or kill someone or something.

strength of emotion or an unpleasant or destructive natural force.
"I was surprised at the violence of my feelings"

LAW
the unlawful exercise of physical force or intimidation by the exhibition of such force.

See... It's the intimidation that it causes that makes it violent. Someone staring or leering at you for a long period in a sexual fashion when they're bigger than you is threatening to sexually attack you. That's how it plays to the person being leered at, as an imminent or direct (but later) threat to their safety.

Not the same as yelling at all.

If someone is yelling, "I'm going to kill you!!", then yes, that is violent. But it's not just the raised voice, it's the intent and the reaction it engenders in the person on the receiving end.
