It’s not legal. But accountability requires people in charge to recognize the difference between right and wrong in the first place. With a criminal administration how likely is that?
It also requires those tasked with passing on directives and those tasked with carrying out directives to not follow illegal orders. That means they have to know the orders are illegal and also know the difference between right and wrong. And be willing to act on that knowledge rather than just go along.
That would require siding with the demonized inhuman “them" and becoming an outcast in your own organization. Not many people have the strength of character to do that, even knowing what they’re being asked to do is wrong.
