It's a portmandeau of stalker and fan. Usually applies to rabid fans of celebrities or entertainment franchises. Sometimes "rivalries" like in sports or east coast / west coast rap.

It doesn't really fit well as the author has used it, but it's not completely horrible or off either. I think I would have gone with something else. But then again, Stan is likely more relatable to more people.
