It wouldn't be enough. On order for this to be remotely viable, you would need to effectively end the current economy and shift every able bodied person no matter what their age to either support, emergency disaster response (for animals and ecosystems too), infrastructure, rehabilitation and mitigation, and forward thinking adaptability (stopping disasters and emergency situations before they start. Ex: in the US, the west is dry but the east is flooding. Forward thinking would be figuring out ways to start moving that water west).
That will never happen. Trying to force it would topple governments. Then who's going to enforce it?
And even if it did, it still wouldn't be enough.
Tginga might get better for survivors after the bottleneck, but only if they're smart, radically change their thinking and priorities, and were able to save the right things and let the rest go (In other words, don't become a pillar of salt). Q
