The judge and jury decide reasonableness. That's what they're there for. That's what we've agreed upon as a society as a fair an as impartial as possible arbiter for such situations. Level of harassment will affect the punitive award. That's as fair as it can get. I'll remind you that it's almost impossible for women being harassed by men on the street to identify, collect evidence, and present a suit in court. The system is weighted in favor of cat callers over the people they harass.

Sometimes I think women should, as an act of advocacy, engage in a week or two of harassing men. See how much you still want to be catcalled after being goosed or having your crotch grabbed by fat women in curlers blowing their cigarette smoke in your face for a week or two. It'd be funny to see how twitchy and jumpy you got once that hypervigilence sets in. Bless your hearts. You think it will only be young and attractive women harassing you.
