It is exactly as predicted. Because women can and will self abort, you cannot pass bans like that without remying on some way to enforce it. The best way is fear. And the best way to engender the level of fear needed to overcome a desire to abort is to make some examples out of people, whether they were anywhere near guilty of violating the bans or not.
