I don't think you understand what consent is. And what it means for both parties. You also seem to have a concerning mental fantasy about rape.

So in one of your paragraphs you're basically saying the reason the birth rate is dropping is because young people are less rapey? Because they're too concerned with trying to get consent that they forget to get down to the raping?

Again, what the hell dude?

Yes. I'm sure low birth rate is the inevitable consequence of failure to rape and not things like more availability of and better birth control, the prohibitive cost of raising a child, the time demands of modern parenting compared to 30 or 40 years ago, possible widespread endocrine disruption of the reproductive process due to microplastics and other pollutants, the need for more extended education (in a lot of high paying jobs a Bachelor's degree doesn't cut it anymore. You need a Master's or a PhD), existential dread of facing climate change with a kid, already being burdened caring for aging parents, it's becoming socially acceptable to not have kids, preference of a career over diapers after having met other peoples' kids, the drug epidemic, concern over population growth and widespread inequity, and so forth and so on.

Makes perfect sense.

Consent is not hard. It takes a moment. It increases pleasure and reduces anxiety for both parties.

The best part? Nobody goes to jail because☝️
