I don't think it's payback. It's normalization.

That's what's wrong with abusive treatment of marginalized persons based on any sort of superiority thinking or bigotry.

What you normalize for someone else, eventually lands on your own doorstep because it becomes part of the social contract on what's acceptable treatment of others.
