I always figured the hijab had to do with hair washing originally. Living in a windy desert climate where water is scarce, keeping dust out of your hair means you don’t have to wash it as frequently, saving water. It would also keep your hair from drying out as quickly so it stays healthier, with less breakage from being wind whipped.
Of course, that doesn’t explain the passages in the Quran, but maybe the tradition was solidified in the Quran because it was already the norm?
