When atrocities happen, power steuctures and heads of those power structures are going to protect power. Not people, especially not when the combatants engaging in atrocities are their own or are allies. *Some* within those organizations will save their reputations within that organization and use it to save lives, like O'Flaherty, Schindler, and all the others. We'll know about most of the successful ones, others will be discarded by history. Many more will attempt to save lives, be caught, and executed. It will usually be a torture or a spite execution. They'll be lucky if they make notice in history as a footnote.
