He was fluent in English, did not present to be developmentally delayed in any way. He may have been unfamiliar with cultural norms; however that's not fully explainable either. He had his own business, which means he had to have gotten a business license, which means he had to have been here, in country, long enough to have gotten bonded, all the paperwork, and established himself somewhat.
In other words, he would have had to have been living under a proverbial rock to have been living here for years, interacting with customers at the very least, and not picked up on some basics. Plus, things are not so different between here and Central and South American countries in regards to approaching and interacting with women on the street. You say hello and talk to her instead of at her.
It wasn't meant to be a generalization.
Men are asking why they're striking out. I can't speak for all women. I can't know what all men are doing 'right' or 'wrong'.
I can take you through one weird circumstance and what happened and what was going through my head at each point and why.
Maybe some readers can relate or it might give some readers a bit of clarity and insight.
