He started off politely asking her. She asked him to desist. He didn't. At that point, by NY law, which as I recall was where the incident happened is when he became outside the law and it became 3rd degree harassment.

He may have not intended to harass her, we'll never know. But the minute he started mocking with that time, filming, and usint his larger body to intimidate it was absolutely harassment.

He could have and should have reported her to the park authorities rather than doing what he did. He is not the law. Her violating leash laws, which she did, does not give him leave to violate harassment laws.

Hence the clusterfuck.
