I think people treat their dogs like toddlers because linguistically at least, that's about as much language they're capable of understanding, they tend to respond well to the pitch variations of "baby talk" well, and they're as easily distracted as toddlers are and by many of the same methods. The more language they learn, the more expressive their own facial features become. That can become quite entertaining. You start naturally thinking of them as roughly on par with young toddlers.

So a degree of this, it's very easy to just fall into because of that.

Never in a million years would I put her in an "outfit" and take pictures though. That's just embarrassing.
