Yeah, 16 is much too young. A lot happens between 16 and 18 maturity wise. A lot happens between 18 and 20 too.

I don't hate 18 as legal age, but I do think it should be all or nothing. Right now, you can get a driver's license at 16 and a learner's permit at 15. I'd be fine and think most would benefit from a learner's permit at 16, held for two years, and license at 18.

Traffic has increased dramatically over the past few decades. A lot of young people are foregoing that rite of passage now because it's too much too soon, they're afraid of police and getting pulled over, they don't want the financial burden, etc.
