"Empowerment means people having power and control over their own lives. People get the support they need that is right for them. Empowerment means that people are equal citizens m they are respected and confident in their communities. You can't empower someone else or make someone empowered."

In other words, empowerment is viewed as a process: the mechanism by which people, organizations, and communities gain mastery over their lives (also from Julian Rappaport).

I'll add that empowerment is a naturally occurring process that happens once formey exploited/oppressed people are no longer exploited or oppressed by powered interests. Therefore, women don't need men to empower them. We need you to get off our necks and suppressing us in various ways. The empowerment will happen if its own accord. We don't need your help, your blessing, or your permission.
