Everyone between the ages of 14 and 90 gets called up in exactly the same way as jury duty. No exceptions. Every four years, every country sends 500 of their citizens to be the Olympic team.

Didn't they pretty much already try this in Panem? Didn't end well, as I recall. 

Also, your plan is not inclusive of micronations.
