Passport Bro has a specific meaning, although I agree it's picked up steam and is expanding.

Passport Bro is what you call a Black American man who is going overseas as a sex tourist but he's documenting his experiences u.der the guise of looking for a traditional woman because American women aren't submissive and are disrespectful to men.

As you can see, this is quite different from just meeting someone while you're overseas and dating because you connected.
