Bullshit. It's not hormones and it's not basic biology, otherwise all men would do it and none of them would be able to control themselves.

It's culture and socialization.

Culture that raises men to think of women's bodies as public goods to be consumed and socialization that teaches them to do so in lecherous fashion is normal, desirable, and appropriate.

It's not.

There's a world of difference between noticing someone with a stand out physical feature, like extreme height, skinniness, large breasts or nose and publicly gawking at them in a sexualized fashion.

We treat small children to curb those stares about the nose, extreme height and skinniness.

Young men make sport of showcasing inappropriate reactions to breasts.
