Better yet, don't apply the term to a person, but to an act of strength.

Instead of saying, "she's a strong woman or person", say something like, "that took a great deal of strength", "you really came out strong on that", or "that's a fine display of strength".

Now we're recognizing that anyone can step up into strength or be vulnerable.based on the requirements of the situation and it's not an evaluative ststement made about the person at all.
