Believe it or not, the law against female circumcision is recent. FGM has been illegal in the United States since 1996 when Congress passed 18 U.S.C. 7 §§116.
Before that, it was the same...the state stayed out of it.
To your point about it being systemic misandry because one is illegal and the other is not, we have to look at it big picture.
First off, the practice is more cultural than religious, although there is a higher tendency toward it amongst Muslims. For the US, that means making it illegal does not run up against the First Amendment like make circumcision does.
Secondly, most female mutilation does not occur in infancy, at a sterile hospital, by trained medical personnel, and under anesthesia. I saw a documentary on it several decades ago that said the average age range is 4 to 12. So, you remember, you remember it as an assault, it's a trauma, and a lot of little girls died from subsequent infections from it. What that means in the US is that the state can pass no law that deprives you of life or liberty without due process. So FGM can never be made legal here without negating or voiding the Constitution and that gives us leeway to make it illegal.
But it was never a concern until the practice was imported by immigration, which is why the state stayed out of it until recently. There was no need. It's not part of the culture here.
We started having back alley FGMs in immigrant communities because American doctors refused to perform the procedure. You could lose your license to practice. You take an oath as part of your licensing to do no harm.
FGM is harm. Clearly in ways that male circumcision is not.
That doesn't mean I agree with nale circumcision. I don't. When it comes to bodily autonomy, it's not a competition, that's not the point. I'm just recognizing and pointing out the legal hurdles to making male circumcision illegal. I've even given you, as an advocate a legally arguably way past one of those hurdles. Religion. Circumcision is NOT requirement of Christian identity. If that gets pushed, legally, you will force the church to have to choose between admitting the Bible is not inerrant or dropping their efforts to obstruct making it illegal.
