Because there's been a shift in violence, that arguably, has an increased psychological affect on the population at large. Contrarily, the public is desensitized to what violence looked like before.

So it seems worse. Again, arguably it IS worse because of that psychological affect even though numbers wise it is better.

It depends on one's perspective.
