Another false equivalence. Planting seeds has to do with social aspect of changing a culture, not the legal one. Laws don't spring up on their own. People have to want them and then they write them. You cannot rule a population that will not allow itself to be ruled. Ergo, when people want better, they strive to get better.

That's not fiction. That's history too.
