And yet the dictionary and the courts define rape as: unlawful sexual intercourse or any other sexual penetration of the vagina, anus, or mouth of another person, with or without force, by a sex organ, other body part, or foreign object, without the consent of the person subjected to such penetration.

Nothing in there about what a person thinksz feels, says, fantasizes, desires, etc.

Rape isn't a thought crime. We don't prosecute for those. It's a deliberate action taken against another person's body without their consent.
