Actually, looks like the conservative solution is to hire folks who have not earned a teacher's certification.

There are pros and cons to this.

One of the pros is that credentialing in many industries, educstion included, has become cost prohibitive and onerous. Ditching the requirement can open the doors for many who otherwise would be shut out.

However, in tandem with that, one of the obvious cons is that now you've allowed the chance for functionally illiterate people to gain employment as teachers. At this point, we have a 'blind leading the blind' situation that will not serve anyone or the nation well.
